Lieutenant Governor Joe Kelly and Nebraska Department of Correctional Services (NDCS) Deputy Director Dawn-Renee Smith visited Catholic Social Services of Southern Nebraska (CSS) Nov. 18 to discuss the growing collaboration between the State of Nebraska and the Diocese of Lincoln in serving incarcerated and returning citizens.
Bishop James Conley welcomed the state leaders for a tour of CSS, followed by a conversation with CSS Executive Director Katie Patrick, Nebraska Catholic Conference Executive Director Tom Venzor, and Levi Baus, CSS director of the Prison and Reentry Apostolate (PARA). The meeting highlighted shared goals around improving reentry outcomes and strengthening support for individuals transitioning from prison back into the community.
PARA, established earlier this year at Bishop Conley’s request, coordinates the diocese’s prison ministry efforts and works closely with priests assigned to NDCS facilities. The apostolate also works to prepare incarcerated men and women for life after release through spiritual accompaniment and practical support.
During the discussion, Baus shared insights from chaplains serving inside the six correctional facilities in the diocese and noted the growing openness among incarcerated men and women to deeper faith formation. CSS leaders also outlined the financial assistance they provide to individuals upon release, helping with essentials such as housing, clothing, transportation, and other basic needs. All the post-release support lays the groundwork for initial stability.
The visit also opened the door to future collaboration with NDCS on reentry planning and additional ways to equip returning citizens for long-term success.
Bishop Conley noted the need is great, but so is the desire for renewal among those preparing to return home.
“CSS looks forward to continuing its partnership with NDCS and walking with men and women as they rebuild their lives with hope,” Patrick said.
