Question 1:
 For this RFP, is your entity looking for Internet access to be delivered directly to these schools correct?  This is not a WAN bid to connect all these sites correct?  It is my understanding that you will connect them via VPN but wanted to double check.

Looks like we can reach all but two of these sites.  Are you looking for a turn-key quote for ALL sites or can we bid on all but the two we can get to?

Answer 1: This RFP is for Internet Access delivered directly to the schools and is not a WAN bid to connect the sites together. ISPs can bid on any number of locations so long as pricing is not contingent upon a certain number of sites ordering services.

There are 3 RFP’s and we are gathering one if Fiber Internet Connectivity, one it for Ethernet Connectivity, and the last is for a non Fiber internet connectivity? If this correct?

Answer 1: Yes, we do have 3 RFPs requesting bids to provide internet services to our various schools via different connectivity options.

 

Question 2: It looks like 2022-100  us for an Ethernet Connection. Is there a preferred topography on the Ethernet build?

Answer 2: There is no preferred topology.

 

Question 3: Is it possible to get a 7 business day extension on bid submittal?

Answer 3: No.  All bids are due by the dates specified in each RFP.

A1)      No, that is not accurate.  The point-to-point connection is currently under contract.  This request is for 17 locations that currently don’t have fiber; either because it was not available or not affordable.

A2)      Those are download.  To clarify, those are NOT the specific speeds we are requesting.  It is simply an example of how a bidder might list out the various standard offerings they have for download speeds with associated prices in their quote.  Please focus on “bidders to quote all standard offerings at and above 25Mbps (download) and specify corresponding up speeds”.  Your quote might look something like the following.  Use a format which logically conveys the price quotes following the requirements of the 470 and the RFP documents. Perhaps the Bid Location spreadsheet could be expanded to include your price quotes.

A3)      No. Fiber bids will not be accepted for this 470.  There will be another 470 released soon which will request fiber.  We are looking to find the fastest speeds available to serve the needs of these schools without the high build-costs associated with traditional fiber.

A5)         Please tell us what you want us to know about your support and installation staff and their qualifications.  Perhaps the size of the staff (number of employees), average years of experience, total years of experience, any applicable certifications they may have or in-house training that your company deems important in supporting your internet service.  Tell us about your network engineers.  There is not a particular definitive answer.  Rather, assure us of your company’s ability to professionally install and support the services requested.

A6)         Each school/location is financially responsible for their own Internet purchases and would sign their own agreement.  However, logistically CDOL will coordinate the 470 bidding and placing of the orders.  Then the school would sign their own agreement.

A7)         See answer 6.  Taking your questions 6 and 7 together, I presume you would call this A-la-carte.  One school, or three schools or all the schools might decide to purchase fiber based on their needs and the cost effectiveness of the bids.

“Quote all standard available services from 50Mbps and faster…” “At a minimum, quote an entry level service (50M or less), 100M and 1G connection”.  It would be good to see some mid-level options between 100M and 1G… perhaps 300M and 500M.

A10)       We are still in the process of reviewing the bids received.  The scoring with the bid evaluation matrix has not yet begun.  If fiber services are selected, the ISP(s) with the winning bid(s) will be contacted and we will work with them to complete a signed order or contract.  At this point, the initially requested March 6 deadline to sign an agreement may need to be extended.

The Diocese of Lincoln Schools is searching for all Internet Service Providers who can provide commercially available Internet Service according to the E-rate terms which describe “Exemption from Filing an FCC Form 470”. 

Commercially available business class Internet access services are exempt from the FCC Form 470 posting requirement if they cost $3,600 or less annually per entity (school or library), including any one-time costs such as installation; provide bandwidth speeds of at least 100 Mbps downstream and 10 Mbps upstream; and provide basic conduit access to the Internet at those required minimum speeds.

CIPA Compliance

The schools within the Catholic Diocese of Lincoln have been CIPA (Children's Internet Protect Act) compliant since its inception in 2001.  This compliance means:

  • All schools will have appropriate use agreements for both students and faculties, reviewed and agreed to each school year. 
  • There is adult supervision of all use of the Internet by students. 
  • All students, K-12 will receive age appropriate instruction about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms, and cyberbullying awareness and response. 
  • All users on the Catholic Diocese of Lincoln school network will be filtered at an appropriate level (Students, Staff/Faculty and Administration).

2018-2019 FAQs


Q1) On the RFP # 2018-004, 470 # 180026346, it lists Blessed Sacrament Elementary School as 2500 South 17th Street, Lincoln, NE but the Lincoln Diocese has the address of 1725 Lake St Lincoln NE 68502.Which one is correct?
A1) 1725 Lake Street is the correct address.

Q2)  …”I was wondering if I could get a detailed drawing of your network for the RFP”  RFP 2018-004, 470 # 180026346.
A2)  Yes, a detailed drawing of the network is available by emailing Ken Pinkerton according to the details of the RFP before the RFP Question Deadline of 02/28/2018 4pm.  The drawing will be emailed to the bidder.

Q3)  “In looking over the # of sites and the pricing matrix that was provided for responses, are you only basing your decision off the results of the pricing matrix? Would the Diocese of Lincoln be interested in bundle pricing or are you just interested in a la carte pricing?”  RFP 2018-004, 470 # 180026346
A3) See Paragraph 5 “Evaluation Criteria” where the components for making our decision are spelled out.  According to E-Rate rules, price is the most heavily weighted factor in our matrix.  As for the second part of the questions, each of the schools of the Diocese of Lincoln Consortium is financially responsible for their own broadband purchases.  See Paragraph 17 “Quantity”.  Vendors should price out their services so that any quantity from one school to all schools could be purchased.

Q4)  "In looking at your caching server 470, does each of your schools have their own ISP connection to the Internet?"

2017-2018 FAQs

Q1)    What time works best for you for a cloud demo to look at an alternate access point solution to Meraki?  RE: 470# 170077587- Diocese of Lincoln Schools- Wi-Fi- Y20 2017-2018.
A1)    See Disqualifications item #1- "...bidders must demonstrate full compatibility with Meraki Cloud Controller- bid award contingent on proof of compatibility."  If your product is fully compatible with Meraki Cloud Controller, submit a 470 bid response.

Q2)         Who can we schedule walkthroughs with for both of these schools?  RE: 470# 170078011, RFP #2017-203 CAT 6 Cabling
A2)         Please call the local school and schedule the walkthroughs with the principals.  Sister Anne Joelle is the principal at St. Teresa School.  Laura Knaus is the principal at Sacred Heart school.  These schools have various schedules for Easter Break.  Please call the schools directly to schedule a walk-through.  I will try to attend if you let me know when they are scheduled and if my schedule allows.

2016-2017 FAQs

 

Q1)      What is the E-rate percentage discount that the Diocese of Lincoln Schools receives from E-rate?
A1)       Last year, Diocese of Lincoln Schools received a 50% discount.  This year is yet to be officially determined.

Q2)         Did the Diocese of Lincoln Schools just issue three 470s?
A2)         So far, that is correct.  Continue to check the EPC portal on a regular basis; more 470s will be posted.

Q3)         In looking at the 470’s for Cable Internet 1 and Cable Internet 2, I noticed that the topology of your network has changed from a fiber based network (last year’s 470) to a Public Internet/VLAN with firewalls at each location topology. Why the change in direction?
A3)         The 470 is the place to invite options for consideration.  The topology has not changed.  A more detailed diagram of the network topology is available by email request.  We posted several 470s last year and more will be forthcoming this year.  Please continue to watch the EPC Portal or “Follow” The Diocese of Lincoln Schools in EPC.

Q4)         Will you be taking bids separately for any network cabling needed for the new access points? If so, do you have any walk-throughs scheduled at the schools?
A4)         We will post a 470 for network cabling if we can get to it.  Please continue to watch the EPC portal on a regular basis for any additional 470s which may be posted.  We have not scheduled any walk-throughs at this time.  There are 10 schools in 7 different towns across southern Nebraska.  We will address that if/when a cabling 470 is posted.

 Q6) For the firewalls, what throughput did you need to support? I noticed that you are looking for the 5545, 5516 and 8x5506 and just wanted a better understanding of where these would be located and the throughput they would have to support.  
A6) These are for various locations which have different throughput needs.  For the 5545 we are looking to support a minimum of 1Gbps throughput with the ability to scale up to 2Gbps, but at the same time need to be able to support a minimum of 350Mbps 3DES throughput.  For the 5516 we are looking to support up to 1Gbps with at least 200Mbps 3DES throughput.  For the 5506 locations, we are looking to support up to 500Mbps with 3DES VPN throughput of 100Mbps.

Q8) The Anyconnect licenses, I assumed that you wanted to see the price difference between the 1, 3 and 5 years. Please note that with the Anyconnect 4.x model, it is now licensed based on total unique users not total concurrent users.
A8) Yes, we’d like to see the price difference between 1, 3, and 5 years and are aware of the AnyConnect 4.x licensing model changes.

Q9) For the switches, the ones selected only have the license for layer 2. Did you need to support layer 3?
A9) No

Q10) If only layer 2, we could look at our 2960X series which is a layer 2 switch that also supports static routing and intervlan routing.
A10) We chose the 3560X because that is our current standard and we currently have almost 90 of them in production.  Why would you suggest the 2960X over the 3560X?

Q11) For the router, what throughput do you need to support and what kind of connection will be given to you by the internet service provider? 
A11) The connections will be various flavors of DSL such as ADSL, ADSL2, VDSL, etc.  We need to support up to 24Mbps.

Q12)  RE: RFP# 2016-203 cat 6 cabling- Do you have any site surveys scheduled for the larger schools on this list?
A12)  Each vendor may contact the school directly and ask for the principal to schedule a site survey.  Please inform me via email This email address is being protected from spambots. You need JavaScript enabled to view it. of any / all scheduled site surveys.  Please do not ask local school personnel questions pertaining to the design or installation of Wi-Fi or cabling.  They are not involved in the planning and Fair and Open Bidding E-rate practices must be maintained.  All questions arising from site visits should follow this same procedure and answers will be posted on this website.

   Note:Upon a recent review, I noticed a clerical error on RFP CDEO150213A in Appendix A- the Lourdes High School Fiber request (470 480920001327716) .  The fiber circuit requested should be for the high school located at 412 Second Ave Nebraska City NE 68410.  The RFP inadvertently listed the grade school and its address as the requested location of the circuit.  Please update your bid to reflect the correct location at the high school.

Delivery of RFPs

Q- Can you tell us how you wish to have the RFP’s delivered to you (electronically or via binders in the mail)? 

A- Electronic delivery of the RFPs is preferred, but mail/courier delivery of binders is acceptable as well.


Q-  Is there any way you can provide the RFP files as Word Documents? It would be very helpful for us when we are drafting the response.

A- Yes, they are available upon request.

 

Nebraska City

Q- Just wanting to make sure that we are bidding on everything in NE City.  Are you looking for fiber to both NE City locations or just the High School?

A- On 470 480920001327716 , the bid is only for the High School.  There is another 470,912610001330680,  which requests bids for fiber to all the schools in the diocese.
