Q1) For clarification. Your request is 1 point-to-point (2 location) connection and 17 location non-fiber, asymmetrical cable request. Is that accurate? Y22-Non-fiber Internet - RFP 2019-101 - 470# 190014548
A1) No, that is not accurate. The point-to-point connection is currently under contract. This request is for 17 locations that currently don’t have fiber; either because it was not available or not affordable.

Q2) The 17 location non-fiber, asymmetrical cable request, the speeds posted, 5Mbps, 10Mbps, 25Mpbs, 35Mbps, 50Mbps, 100Mbps, etc is this download or upload? Y22-Non-fiber Internet - RFP 2019-101 - 470# 190014548
A2) Those are download. To clarify, those are NOT the specific speeds we are requesting. It is simply an example of how a bidder might list out the various standard offerings they have for download speeds with associated prices in their quote. Please focus on “bidders to quote all standard offerings at and above 25Mbps (download) and specify corresponding up speeds”. Your quote might look something like the following. Use a format which logically conveys the price quotes following the requirements of the 470 and the RFP documents. Perhaps the Bid Location spreadsheet could be expanded to include your price quotes.

Q3) Since low latency is important would you accept fiber bids? Y22-Non-fiber Internet - RFP 2019-101 - 470# 190014548
A3) No. Fiber bids will not be accepted for this 470. There will be another 470 released soon which will request fiber. We are looking to find the fastest speeds available to serve the needs of these schools without the high build-costs associated with traditional fiber.

Q4) In regard to Form 470: 190014548 | RFP# 2019-101, are you just looking for internet connectivity at the data center or are they also looking for WAN connectivity at all 17 sites back to the data center listed in Appendix A? Y22-Non-fiber Internet - RFP 2019-101 - 470# 190014548
A4) Please see Question 1 and the answer posted 01/11/2019. To further clarify, we are NOT looking for internet connectivity at the data center with this 470. We are looking for Internet service at those sites which will allow us to connect back to the data center through our site to site VPN.

Q5) Additionally, can you expand on what you are looking for on page 3 where it states, “Each bidder will provide information regarding personnel qualifications.”? Y22-Non-fiber Internet - RFP 2019-101 - 470# 190014548
A5) Please tell us what you want us to know about your support and installation staff and their qualifications. Perhaps the size of the staff (number of employees), average years of experience, total years of experience, any applicable certifications they may have or in-house training that your company deems important in supporting your internet service. Tell us about your network engineers. There is not a particular definitive answer. Rather, assure us of your company’s ability to professionally install and support the services requested.

Q6) Will each entity/location sign their own agreement or will it be through the CDOL? Y22 Fiber Internet - RFP 2019-102 - 470# 190018804
A6) Each school/location is financially responsible for their own Internet purchases and would sign their own agreement. However, logistically CDOL will coordinate the 470 bidding and placing of the orders. Then the school would sign their own agreement.

Q7) Is the RFP for the locations “All or Nothing” or are the locations A-la-carte? Y22 Fiber Internet - RFP 2019-102 - 470# 190018804
A7) See answer 6. Taking your questions 6 and 7 together, I presume you would call this A-la-carte. One school, or three schools or all the schools might decide to purchase fiber based on their needs and the cost effectiveness of the bids.

A8) No, we are NOT just looking for 50M, 100M and 1G. See section 5 of the RFP document.
“Quote all standard available services from 50Mbps and faster…” “At a minimum, quote an entry level service (50M or less), 100M and 1G connection”. It would be good to see some mid-level options between 100M and 1G… perhaps 300M and 500M.

Q9) How do I get a login for the EPC Portal?
A9) You may begin by checking the “Service Provider Process” at https://www.usac.org/SL/ . You may also call the E-Rate client Service Bureau Hotline at 1-888-203-8100. Identify yourself as a Service provider. Select Option 2 or Press Zero to speak with a representative.

Q10) Are you able to provide an update on the E-Rate RFP for 2019-102 Y22 Fiber Internet?
A10) We are still in the process of reviewing the bids received. The scoring with the bid evaluation matrix has not yet begun. If fiber services are selected, the ISP(s) with the winning bid(s) will be contacted and we will work with them to complete a signed order or contract. At this point, the initially requested March 6 deadline to sign an agreement may need to be extended.
